Federal Funds Closeout
Closeout certification, final P&E reporting, and documentation assembled to Single Audit standard — with audit response support up to five years beyond the last dollar.
16 years of large-scale program management discipline. Veteran-owned. Operationally current. Results documented.
Whether a nine-figure data center is reaching your county, a capital program is slipping in public view, or federal funds are heading into their final audit — the pattern is the same. The schedule is slipping. Accountability has gone diffuse. Your team is holding it together through individual effort, not organizational structure.
That is not a people problem. That is a systems problem. PMWERX diagnoses it, fixes it, and builds the infrastructure that keeps it fixed.
PMWERX engages where the consequences of program failure are generational — not procedural. Data center and capital project decisions, county programs in trouble, federal-funds closeout, and Commonwealth modernization all show the same failure mode. We are built for that exact work, at every level of Pennsylvania government.

For programs at serious risk of budget overrun, schedule failure, or loss of stakeholder confidence. Diagnose root cause, stabilize governance, rebuild trust, lead recovery before the situation goes public.

In plain English: a disciplined sequence for finding the human and organizational failures underneath an underperforming program — and fixing them in the order that makes the fix stick. Refined over 16 years across large-scale enterprise programs, military operations, and disaster response — CHART is a proprietary leadership system that addresses what process improvement cannot: the human and organizational failures underneath every program that underperforms.
It is style-agnostic. Industry-agnostic. What changes is the language used to apply it — and PMWERX translates it directly into the context of your programs.
Shared understanding before any execution begins. Eliminates ambiguity that produces cost overruns.
Relationships and trust architecture that determine whether people actually execute what they committed to.
Ownership that is specific, visible, and consequential — at every level of the program organization.
Identifying problems at yellow — before they become red. The early warning system most programs don't have.
Capability that sustains performance after PMWERX disengages. Not dependency — independence.
A large-scale government program was at near-cancellation risk. Stakeholder confidence had eroded. Accountability within the program team had broken down. Leadership did not have a shared understanding of what had failed, in what sequence, or how to recover.
Walker applied the CHART Framework diagnostic, identified the root communication and accountability failures, and led the recovery. Within one contract period the program captured additional scope from competing contractors through rebuilt stakeholder trust.
Every element of this recovery — the communication breakdown, the accountability collapse, the eroding stakeholder trust — exists in county capital projects, the data center decisions in front of Pennsylvania communities, federal-funds programs, and Commonwealth modernization efforts today. The scale may differ. The pattern is identical.
A multibillion-dollar data center buildout is moving across Pennsylvania — and the proposals are reaching counties and townships that have never governed a project of this scale. The developer negotiates these deals for a living. Your community will do it once. A weak host agreement, a mispriced tax structure, or a missing decommissioning bond binds you for a generation.
PMWERX stands on the public's side of the table — never the developer's. Federal-scale data center program experience, applied to a fair agreement, a defensible process, and a project that delivers for your community. And when federal funds still need closing out, that is handled to audit standard.
Stress-test your ordinance, fiscal terms, and decision process before the proposal arrives.
Independent, public-side review of what the developer is offering — and omitting.
Host-community agreements, road use, decommissioning bonds, and tax structure.
Program management on the public's behalf — through delivery and energization.
PMWERX is registered on Pennsylvania's Consulting Services Invitation to Qualify — the statewide vehicle for direct Commonwealth and COSTARS procurement — and Pennsylvania counties can engage PMWERX directly under the County Code professional-services exemption, no competitive bid required without running a separate competitive RFP process.
